JPJ introduces special flat-rate summons fee to clear backlog

JPJ offers RM150 flat-rate fines for specific offences over six months, aiming to clear two million unpaid summons. Demerit points suspended temporarily.

The Road Transport Department (JPJ) has launched a special flat-rate compound fee of RM150 for three types of traffic offences, valid for a six-month period starting January 3. Transport Minister Anthony Loke announced the initiative at the opening of JPJ’s new office, emphasizing the department’s aim to provide an opportunity for Malaysians to settle outstanding summonses.

The offer applies to Summons 53A (AwAS Summons) for speeding and red-light violations captured by the Automated Awareness Safety System (AwAS), Notice 114 (Interview Notice), and Notice 115 (Sticker Summons Notice). Payments can be made through JPJ counters, kiosks, mobile units, public portals, and the MyJPJ app. However, the facility will not be available via MyEG or Pos Malaysia.

Encouraging Compliance

Minister Loke highlighted that there are currently two million outstanding AwAS summonses, and individuals with unpaid fines face restrictions, including being unable to renew their driving licenses or motor vehicle permits. The reduced compound rate, down from the usual RM300, is intended to encourage defaulters to settle their dues promptly.

The special rate aims to alleviate financial burdens on offenders while encouraging timely compliance with traffic laws. Individuals who fail to settle their summonses within the stipulated timeframe will face enforcement measures, including restrictions on renewing their driving licenses or motor vehicle permits.

In a significant move, JPJ will suspend the accumulation of demerit points under its enforcement system during the offer period, from January 3 to June 30, 2025. The Enforcement Division will use this time to reassess and refine the implementation of the demerit point system.

The suspension aligns with JPJ’s broader strategy of improving enforcement mechanisms and fostering public cooperation, enabling a smoother, more transparent process for resolving traffic offences.

Advancing Digital Solutions with MyJPJ App

JPJ also emphasized its commitment to digital transformation, showcasing the MyJPJ app as a convenient solution for paying summonses and accessing other services. The app, which has over 11.5 million registered users, offers features such as Malaysian Driving License (LMM) and Motor Vehicle License (LKM) renewals, contributing RM291.03 million in revenue.

The department remains focused on integrating technology to enhance public service delivery. Its digitalization efforts are part of a broader strategy to modernize JPJ services, ensuring they are more user-friendly and aligned with the needs of a tech-savvy population.

This initiative reflects JPJ’s dual focus on improving compliance with traffic laws and leveraging technology to meet the needs of an increasingly digital-savvy population.
