At the forum on Institutionalized Racism in Malaysia at the Kuala Lumpur Chinese Assembly Hall it was argued that Article 153 of the Malaysia Constitution and subsequent amendments which cover the “special position of Malays” have been used and abused by the Federal Government, leading to blatant racial discrimination in development policies and marginalization of the poor irrespective of race and religion.
