Penang Chief Minister, Chow Kon Yeow, has announced the commencement of work on two tunnels as part of the 5.7km Package Two Bypass, connecting Ayer Itam to the Tun Dr Lim Chong Eu Expressway.

These tunnels, measuring approximately 400m in length, are located in Bukit Gambir and adjacent to Jalan Gangsa. The project aims to alleviate congestion and improve traffic distribution in the area.

With the majority of land acquisitions already completed, the construction is progressing, albeit slightly behind schedule.

The construction of two tunnels, each measuring around 400m in length, has officially commenced in Bukit Gambir. The original plan included three tunnels, but it was revised to two, with an open-cut section between them.

Chow visited the tunnel site and expressed satisfaction with the project’s progress. He highlighted that all state government-owned lands have been acquired, with only two private lots remaining in the acquisition process.

The implementation agency, Penang Infrastructure Corporation (PIC), remains committed to the project’s completion by January 31, 2025.

The reduction in the number of tunnels was a strategic decision made after a thorough revision of the project. This adjustment aims to optimize the construction process while maintaining the project’s effectiveness.

The two tunnels, situated in Bukit Gambir and adjacent to Jalan Gangsa near the Kingfisher series condominium, will significantly improve traffic flow in the area. By eliminating congestion hotspots, the Package Two Bypass will enhance connectivity and provide smoother travel experiences for Penang residents.

Despite being 2% behind schedule, the Package Two Bypass project is currently at a completion rate of 35.14%. Land acquisition issues have been effectively resolved, with only a few remaining cases awaiting resolution.

The project contractor, Consortium Zenith Construction (CZC), is working diligently to overcome challenges associated with utilities. The CZC project director expressed pride in the project’s progress, citing a surge from 8% to 33% completion within a year.

The Penang state government and PIC are dedicated to ensuring the timely completion of the Package Two Bypass. The acquisition of state government-owned lands demonstrates their commitment to progress.

The remaining private lots will soon be acquired, clearing the path for uninterrupted construction. Despite the minor setback in the project timeline, the teams involved are confident in their ability to meet the January 2025 deadline.

Efficient traffic management and improved infrastructure are crucial to addressing the growing transportation needs of Penang residents. The Package Two Bypass, with its tunnels, viaduct structures, and grade sections, aims to reduce travel time and provide long-term benefits to the community.

Once completed, the bypass will alleviate congestion in key areas, benefiting approximately 300,000 residents living in Ayer Itam, Bandar Baru Ayer Itam, and the adjoining Paya Terubong.

Chow also mentioned other ongoing mega infrastructure projects, such as the Gurney Bay Project and the recently announced light rail transit line. These initiatives aim to position Penang as a model state and enhance Malaysia’s global reputation.
