Animal welfare groups unite, demand justice over viral dog incident

Animal welfare groups nationwide unite under #ExecuteAWA, urging firm legal action after a viral Johor Bahru dog hit-and-run case.

Nearly 40 animal welfare organisations and advocates gathered under the #ExecuteAWA movement to call for stronger enforcement of Malaysia’s animal welfare laws following a viral hit-and-run incident involving a stray dog in Johor Bahru.

The inaugural press conference, held on May 23, brought together more than 80 animal welfare advocates and non-governmental organisations from across the country, including supporters from Sabah, Pahang and Terengganu. Among the groups present were Hope Johor Bahru, Muar Johor Animal Lovers Society (PPHMJ) and Melaka Animal Lovers Association (PPHM).

The gathering follows widespread public outrage over a video showing a dog allegedly being struck by a red pickup truck. Authorities have since confirmed that the driver involved was employed by a contractor appointed by Majlis Bandaraya Johor Bahru for stray dog control operations.

#ExecuteAWA founder Sue Ann Kong said the case had become a test of accountability and governance under Malaysia’s Animal Welfare Act 2015.

“It is reassuring to see MBJB taking responsibility to admit employment of the offender — provided this is not merely damage control or rhetoric to appease public outrage,” she said.

Kong added that the public was closely monitoring the case and expecting fair action based on evidence and due process.

Since May 15, the incident has reportedly generated more than 15,000 shares across Facebook, Instagram and TikTok, with many social media users expressing concern over alleged recurring mistreatment of stray animals during enforcement operations.

Concerns over stray animal management

Witness Tan Yong Seng, 53, claimed he saw the red pickup truck pursuing the dog in a residential area before allegedly accelerating toward it.

He said the vehicle later returned to the scene, where locals confronted the driver.

“I was shocked to see such a disturbing collapse of basic decency and respect,” Tan said, adding that no living being should be treated in such a manner.

Animal welfare groups also highlighted longstanding concerns over how stray animals are handled by local authorities and contractors. Advocates alleged that some operations were conducted aggressively and without proper humane handling procedures or adequate training.

Local businessman Mohd Rajali Osman said he supported the movement’s call for compassion and accountability.

“As a Muslim taught to love and care for all of God’s creations, I sincerely hope MBJB exercises moral urgency to acknowledge what many have viewed as deliberate cruelty caught on video,” he said.

Meanwhile, #ExecuteAWA regulations and enforcement lead Punita Nook Naidu urged authorities to uphold the original intent of the Animal Welfare Act 2015.

She said the legislation was created to protect animals and should not be misused or ignored when offences are committed.

The movement said it would continue advocating for stronger enforcement, accountability and humane treatment of animals nationwide.
